chore: move WareShipManifest submodule into tools/

Path migration. Submodule pointer also aligns to current main HEAD ee2fab3 (was pinned at 4dc563c, 4 commits behind: A4 print mode, HTTP print API, sign_receipt report, packing-list layout).
