Promotes the previously untracked standalone repo to a proper submodule under tools/. xlsm/btw stay as local working files in the submodule worktree (ignored by .gitignore); only VBA-Excel/ source is versioned.

Path migration. Submodule pointer also aligns to current main HEAD ee2fab3 (was pinned at 4dc563c, 4 commits behind: A4 print mode, HTTP print API, sign_receipt report, packing-list layout).
