pad_scanner now signs release builds with a dedicated keystore (see apps/pad_scanner). Fixes cross-host signature mismatch.

Promotes the previously untracked standalone repo to a proper submodule under tools/. xlsm/btw stay as local working files in the submodule worktree (ignored by .gitignore); only VBA-Excel/ source is versioned.
