9b6c355815 chore: bump pad_scanner for release signing config 
pad_scanner now signs release builds with a dedicated keystore (see apps/pad_scanner). Fixes cross-host signature mismatch.

a8bc54653a feat: add temp storage shelf (B prefix) support 
Update submodules with temp storage shelf functionality. Add _is_temp_storage_location() helper,
temp_stored status, and UI support for B-prefix location codes.

9cea5cfd4e chore: reorganize submodule structure into apps/services hierarchy 
- Move fastAPI from root to services/fastapi
- Update README with new structure and confirmed tech stack
- Update pad_scanner pointer to latest (.gitignore fix)
- Add services/fastapi submodule
