Misaka_Company 0c4cb0f3a6 chore: add attachmentQRCodeGenerator as submodule under tools/ ...

Promotes the previously untracked standalone repo to a proper submodule under tools/. xlsm/btw stay as local working files in the submodule worktree (ignored by .gitignore); only VBA-Excel/ source is versioned.
